The ambiguity also creates opportunities for foreign state or non-state actors to covertly influence public opinion and policy, as evidenced by a 2024 federal indictment alleging a media company was secretly funded by a foreign actor to produce pro-foreign content. To protect the integrity of political discourse, there’s a growing call for greater transparency and a more robust ethical and legal framework.
